Trudeau Faces Pressure After Minister Resignation

By David Ljunggren

OTTAWA (Reuters) – Canadian Liberal Prime Minister Justin Trudeau is under increasing pressure to resign after Finance Minister Chrystia Freeland stepped down due to a policy clash, marking one of the most significant crises during his nine years in office.

Can Trudeau Be Forced Out by His Liberal Party?

Unlike in Britain, where party leaders can be swiftly replaced, the Liberal leader is elected by a specific convention of members, lacking a formal removal mechanism. However, if a majority of his cabinet colleagues urge him to resign, he may find his position unsustainable.

Can Trudeau Be Forced Out by Parliament?

Canadian governments must maintain the confidence of the House of Commons. Losing votes on budgets and spending can trigger an election. Opposition parties may propose non-confidence motions, but if any party abstains, Trudeau’s administration remains intact. The Commons will be in recess until January 27, making late February or March the earliest possible time for a no-confidence vote.

Is There Any Other Way Trudeau Can Be Forced Out?

The ultimate authority lies with Governor General Mary Simon, representative of King Charles. Although she theoretically could remove Trudeau, experts state this is unlikely if he maintains the confidence of the Commons.

How Might Trudeau Survive?

With a minority government, Trudeau relies on support from other parties for governance. The left-leaning New Democrats have supported him but face pressure to withdraw that support. Polls indicate that both parties would struggle against the Conservative opposition in an election, which may lead Singh to maintain Trudeau's leadership.

What Happens If Trudeau Resigns?

If Trudeau resigns, the Liberals will appoint an interim leader while organizing a leadership convention, a process that typically takes months. This could leave the party vulnerable to an election with a leader not selected by the party members. Freeland could not quickly be named prime minister due to traditions surrounding interim leadership, and she would not be able to contest the leadership while serving in that role.
