Federal Reserve Seeks Feedback on Discount Window

WASHINGTON (Reuters) – The Federal Reserve announced on Thursday that it is seeking feedback on the operation of its “discount window,” designed for emergency lending to banks during periods of stress.

The Fed is inviting comments on various operational aspects including the collection of legal documentation, pledging or withdrawing collateral, and the extension of credit. This input will help the central bank enhance the effectiveness and efficiency of this tool.

This inquiry is part of the Fed’s ongoing efforts to revise the discount window, a resource that banks have historically avoided due to concerns over its stigma, which may threaten stability during crises.

While the Fed’s request does not propose any specific changes, discussions have occurred among central bank officials and regulators regarding potential improvements, such as requiring banks to maintain cash or assets as collateral for future emergency lending.

The public has 90 days to provide feedback on the matter. According to data released by the Fed in April, less than half of U.S. banks had set up borrowing capabilities through pledged collateral at the discount window, despite ongoing advice from regulators on its usefulness during stressful time periods.
